Innovation Voucher Pilot Program Grant 2019

Chicostart is a Governor’s Office of Business and Economic Development (GO-Biz) iHUB (California Innovation Hub) for all of Northern California. Our region spans 11 counties Butte, Del Norte, Lassen, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama, and Trinity

Chicostart/iHUB was awarded a CASCADE Innovation Voucher Pilot Program grant to fund business and entities to enhance their innovation capacity.  This will be distributed in the form of sub grant to eligible businesses and entities that is organized for profit, with a place of business in California, anticipates that at least 10% of its future innovation growth is dependent on US defense, national security or military spending and meets the applicable small business size standard and has, including affiliates, not more than 500 employees.  Sub grants must be used to enhance its innovation capacity and/or ameliorate its ability to successfully offer products or services to the defense, national security or military. In those broad categories, the funds can be used for any of the following activities based on awardees needs: training, certifications or QMS systems, marketing, equipment or partnership opportunities to pursue ideation, R+D, prototypes, contract opportunities/procurement activities. Examples under “Defense” could be as traditional as getting training for defense procurement activities or partnering –  or developing or deploying data protection/security for defense.  Examples under “National Security” could be products or services under public safety, data protection/security features for national, state or local security or as far reaching as food security.  Examples under “Military” could be as traditional as training, certifications or equipment to become eligible for military/government procurement activities or creation/supplemental marketing activities for pursuit of the military market.

ELIGIBILITY REQUIREMENTS

A small business concern (SBC) or entity must satisfy the following criteria to be eligible to receive a CASCADE innovation voucher sub grant from Chicostart/iHUB:

1)  Is organized for profit, with a place of business in California;

2)  Anticipates at least 10% of its innovation-driven growth is dependent on US defense/national security or military spending.

3)  Has, including affiliates, not more than 500 employees.

NOTE:  Companies wishing to apply for a this Innovation Voucher Pilot Program sub grant (Chicostart/iHub Innovation Vouch Pilot Program Grant), must qualify as a small business concern or entity as defined in this Announcement; follow the application process set by Chicostart/iHUB and apply through our Chicostart iHUB coordinator, Wendy Porter (wendy@chicostart.com).

AWARD INFORMATION

Estimated Funding: Chicostart/iHUB expect to issue $45,000 of this CASCADE grant award.  The maximum award that may be requested by any small business or entity is $5,000.  Any funds requested and awarded must be fully spent during the period of the grant

DATES + DEADLINES

  • – Application form to interested sub grantees release date – January 18th, 2019
  • – Application deadline for submission – first deadline is Feb 1, 2019
  • – Grant awards announced – Feb 15th, 2019
  • – Grant period ends – August 31, 2019

PROPOSAL EVALUATION

All applications must be submitted to Chicostart electronically, via PDF to Wendy Porter (wendy@chicostart.com) and will undergo an initial screening process consisting of a review by the Chicostart/iHub grant task team for eligibility and completeness.  Application packages may be rejected without further evaluation if they are submitted by ineligible applicants or a materially incomplete.

REPORTING REQUIREMENTS

This program will require awardees to submit monthly reports and a final report on program outcomes resulting from the grant award.  Significant deviations from the original milestones will need to be addressed by the awardee through an action plan.  Milestones will be set by Chicostart/iHUB Coordinator or member of Grant Task Team.  More info on this will be forthcoming to those awarded.
